Strengthening AI Competencies of Egyptian Public Prosecutors

As Artificial Intelligence (AI) reshapes judicial and prosecutorial work around the world, Egypt is taking a significant step to ensure its justice system harnesses AI in a human rights based and transparent manner.

Pioneering dialogue on AI and justice in Egypt

A landmark event co‑organized by UNESCO, the Egyptian Public Prosecutor’s Office and Cyber Ethos with the support of the European Union, brought together judges, prosecutors and legal experts to examine the growing influence of AI on justice systems. The two‑day training marked Egypt’s first national initiative dedicated to exploring the role of AI in justice, with a focus on aligning innovation with human rights and the rule of law.

The event took place as Egypt advances its National AI Strategy (2025–2030), which promotes ethical governance, institutional capacity‑building and integration of AI across priority sectors such as education, health and public administration.

Building capacity through a human rights lens

Training sessions explored how AI can enhance efficiency, transparency and accountability within prosecutorial work — from case management and evidence analysis to legal research and access to information — when guided by human rights principles.

Participants engaged with the UNESCO Guidelines for the Use of AI in Courts and Tribunals, focusing on practical approaches to ensuring that AI deployment respects due process and equality before the law. They underscored the importance of developing digital literacy, strengthening legal‑technical expertise, and building the capacity of prosecutors to evaluate AI‑generated evidence in a fair and transparent manner.

Addressing human rights risks and safeguards

Discussions highlighted key human rights challenges linked to AI in judicial contexts, including risks of algorithmic bias, data privacy violations and a lack of explainability in automated systems. Participants emphasized that adopting AI tools must fully uphold the principles of fairness, non‑discrimination and accountability within the justice system.

They also reaffirmed the need for comprehensive regulatory and institutional frameworks to ensure that AI use remains compliant with Egyptian law and international human rights standards, safeguarding independence and public confidence in judicial institutions.

Laying the foundation for continued collaboration

The event concluded with a shared commitment by the Public Prosecutor’s Office and participating prosecutors to integrate AI training into national training programmes. This will help ensure that AI tools deployed across Egypt’s justice system are developed, interpreted and governed according to a human rights‑based approach.

The initiative lays the foundation for sustained collaboration between UNESCO and Egypt’s judicial institutions toward advancing an inclusive, transparent and rights‑centred digital transformation of justice.
